Chief Equity Officer
City of Chicago
Carla Kupe is Chief Equity Officer for the City of Chicago, leading the Office of Equity and Racial Justice in the Mayor's Office. She works at the threshold where institutional systems must evolve and the people within them are asked to grow alongside that change.
Carla understands transformation as fundamentally human—not purely structural. She helps organizations confront difficult truths, navigate competing pressures, and build the leadership capacity to move through complexity with clarity and integrity. Her career spans law, government, higher education, nonprofit leadership, and organizational consulting, with consistent focus on responsibility, culture, and institutional accountability.
In her practice, Carla strengthens civic trust and enables organizations to transform in ways that serve both systems and people. She writes and speaks on leadership, presence, and the human dimensions of change—exploring how disruption becomes an opportunity for greater integrity and possibility.
